Individual Learning Accounts are to be re-launched in October 2004. Lifelong Learning Adviser/Union learning Reps are invited to participate in the roadshows, hosted by ILA Scotland during September/October 2004.

Replacement for Individual Learning Accounts

To be known as Individual Learning Accounts Scotland

  • These ILA's will provide a targeted financial contribution to those on low incomes in work who wish to access eligible training.
     

  • ILA's will also be available to anyone wishing to undertake ICT training
     

  • Low income is classed as less that £15l per annum.  The expectation is that an equivalent 'less than' hourly rate will also be set.  Income will be individual and not household based and no add-ons or disregards will be measured.

  • Income assessment process will be pay-slip based.

  • Each ILA will be worth £200-£250 with a 20% individual contribution required.

  • Eligible learning will be as the previous scheme (all UNISON courses should be eligible)
     

  • Students Awards Agency will administer the scheme.
     

  • Learndirect Scotland is launching 'Price to Pay' which will provide individuals with accurate costs of courses/training.

  • Scottish Executive presentation will take place to establish a Trade Union ILA's Forum.

  • There is no information as yet whether ILA's will affect Personal Learning Credits.
