Branch Executive Job Descriptions

All members of the Branch Executive will need to be able to attend the monthly Branch Executive and other relevant meetings. Paid time off is given for the monthly Executive, and any other time needed will be negotiated as appropriate. S/he must also be committed to attend any relevant training programs which will help him/her carry out their duties more effectively. See the Branch Secretary for further details.

Branch Chair
  • To preside at all meetings of the branch and executive committee
  • To ensure that the business is properly conducted

  • To advice the branch officers and executive committee in matters relating to procedure and interpretation of the rules
Branch Vice Chair

Branch Secretary
  • To convene and attend all meetings of the branch and executive committee
  • To arrange for the minutes of the meeting to be kept in a proper manner
  • To arrange for branch records to be kept in a proper manner
  • To cooperate with the union's head office in keeping accurate and up to date membership records
  • To communicate with members of the branch
  • To communicate with the union's regional and head office on behalf of the branch
  • To ensure that the branch is aware of the opportunities to participate in the activities of the wider union
  • To support and encourage the stewards/the branch on an individual and collective basis
  • To ensure that members and stewards are aware and take advantage of educational and training opportunities within UNISON
  • To ensure that the appropriate publicity activities are developed and co-ordinated by the branch
  • To act as spokesperson for the branch when in contact with other levels in the union and external organisations
  • To ensure members receive the benefit rights and services to which they are entitled to
  • To co-ordinate all branch negotiations and industrial relations matters
  • To ensure in conjunction with the branch executive the branch observes the rules
Branch Health and Safety Officer
  • To increase the awareness of members, safety representatives and branch officers of Health and Safety issues
  • To organise the information held by the branch on Health and Safety
  • To coordinate the activity of safety representatives in planning quarterly inspections
  • To organise regular meetings of safety representatives to exchange information and consider priorities
  • To receive in addition to the branch secretary correspondence on health and safety issues sent out from regional and national offices
  • To advise the branch executive on health and safety issues arising in the branch and to recommend policies and priorities
  • To act as a link between the safety representatives and other branch representatives to ensure that health and safety issues are treated as an integral part of the work of the branch
  • To report on health and safety issues at branch meetings, branch executive meetings and annual branch meetings
  • To work with the relevant branch officers about the priorities for health and safety training campaigns and publicity material
  • To maintain contact with the region and the regional service groups via the regional health and safety group
  • To work with the equal opportunities officer(s) to ensure that equal opportunity aspects of health and safety issues are taken into account and vice versa
Branch Treasurer
  • To conduct the branch financial business
  • To keep accounts in accordance with the rules
  • To provide reports on the financial position of the branch to the branch executive
  • To provide a detailed financial report for the annual branch meeting
  • To advise the branch officers and branch executive in respect of matters relating to financial management and appropriate expenditure
Branch Equality Co-Ordinator
  • To advise the branch officer and branch executive of all matters relating to equal opportunities
  • To advise and support the branch officers and branch executive in respect of equal opportunities and collective bargaining issues
  • To advise the branch officers and branch executive on the development and action plan to achieve proportionality and fair representation
  • To advise and support the development of any branch self organised groups on behalf of the branch executive
Assistant Branch Secretary (Post 1)

The main tasks of this post include:

  • To be responsible for co-ordinating the tasks and duties of Welfare Officer and Membership Services
  • To deputise for the Branch Secretary at Council Committee Meetings, Branch Meetings and Branch Committee Meetings
  • To assist in the negotiations both at departmental and corporate levels
  • To deal directly with case in TWO named departments on behalf of the Branch Secretary
Assistant Branch Secretary (Post2)
  • To be responsible for co-ordination the tasks and duties of the Branch Education Officer and Branch Publicity Officer
  • To deputise for the Branch Secretary at Council Committee Meetings, Branch Meetings and Branch Committee Meetings

Membership Officer

The main tasks for this post include:

  • Handling all aspects of the recruitment of new members
  • Promotion of membership benefits
  • Liaising with the Publicity Officer to ensure the effective promotion of membership benefits
  • To assist the Assistant Branch Secretary in maintaining accurate membership records
  • Liaising with the Welfare Officer to ensure maximum take up of benefits to members
  • Liaising with departmental stewards to ensure that they are up to date on membership benefits and that they promote them effectively in the workplace
  • (This post reports to an assistant Secretary on day to day matters)
Branch Education Officer
  • To establish contact with the Regional Education Officer I Regional Education Committee
  • To make sure that all new stewards and safety representatives receive initial information about their duties and the branch structure is available, e.g. stewards handbook, rulebook, service conditions etc.
  • To make sure someone in the branch gives new stewards and safety representatives some initial guidance about their duties preferably by means of a branch organised briefing session
  • To publicise the range of educational and training opportunities available to members and activists
  • To get untrained stewards, safety representatives and branch officers onto appropriate introductory training courses
  • To encourage all UNISON representatives to undertake further training which would help them with their duties
  • To encourage branch members and activists to make use of the UNISON Open College courses, especially "Return to Learn" and "Women Work and Society"
  • If the branch was to run its own introductory courses for stewards or safety representatives or discussion meetings to organise these events
  • To keep a record of what training has been undertaken and by whom in the branch
  • To keep the branch committee informed of your activities and get approval where necessary
  • To establish a training plan for activists and produce an annual budget to meet its costs
  • To make sure activists get paid time off for training where appropriate
Branch Youth Officer
  • To make contact with both young members and non members to encourage interest in the union
  • To work with other branch officers and the branch committee on issues effecting young people
  • To co-operate with regional and national initiatives as required
  • (The post holder must be under the age of 26)

Branch Comunications Officer

The main tasks for this post include:

  • To promote UNISON's benefits and services and explain how members get access to them
  • To explain UNISON's policies and provide information members need to play an active role in their union
  • To assist with the efforts to recruit new members
  • To support UNISON's National and Regional campaigns
  • To create a positive image for the branch amongst members, potential members and the public. This would be done by producing newsletters or bulletins to branch members
  • Helping to ensure that the branch makes effective contact with the media whenever necessary by
  • Creating and maintaining a mailing list to media outlets and contacts
  • Writing press releases
  • Ensuring that appropriate individuals within the branch are available for comments interviews etc
  • Writing letters to the editor

  • Regional and Local papers should be monitored for stories which effect the branch members and the appropriate action taken, i.e. to provide a suitable argument in reply
Branch Welfare Officer

The main tasks for this post include:

  • Promoting the full range of welfare services.
  • Handling claims for support from UNISON Welfare Funds
  • Keeping in touch with absent members
  • Visiting absent members
  • Keeping departmental stewards up to date on the range of welfare services
  • Producing a monthly report on welfare activities to the branch executive taking into account confidentiality
UNISON Steward

The role of a steward in UNISON is vital to the success of UNISON. Stewards can expect maximum support and assistance to carry out their duties effectively.

The key responsibilities for a steward include:

  • To represent the interests of members in their workplace in any grievance, dispute or workplace negotiations
  • To establish and maintain Union organisation in the workplace and convene workplace meetings
  • To attend the monthly meetings of the Branch Executive and meetings of the membership
  • To report to the Branch Executive all developments affecting members in the their work group or place of work
  • To carry out their duties in accordance with the Union's handbook for stewards
To carry out this role effectively, stewards will need to attend the monthly Branch Executive meeting for which paid time off is given. S/he must also be committed to attend any relevant training programs which will help him/her carry out their duties more effectively.
