No Annual Leave can be carried over into the next year. The only exception is if you return prior to the end of the leave year and you are requested by management to forgo your leave. The carry over period can be up to a maximum of 5 days with permission.

What is the difference between City and County Contracts?

The main difference is holiday entitlement - County Contracts get one additional day after 5 years followed by a second additional day after 15 years and a third additional day after 25 years. Individuals who have changed from County Contracts to City Contracts lose this entitlement

Only by mutual consent.

Do I have to use Annual Leave (if I have any) before I can claim compassionate leave?

No! Compassionate leave is an entirely separate procedure, you would only need to take annual leave once your compassionate leave (5 days max) has been taken. Obviously, this would need to be agreed with your line manager/supervisor.
